Here we have a cotton petticoat from what I believe the Victorian times, could be earlier.
There is just a small amount of embroidery at the front of the bodice and some lace makes up the straps. There are several pin tucks at the bottom of the petticoat.
The neck and waist are tied with a small ribbon/cord. The waist has tiny pleats which are hand sewn.
There has been a small repair under one of the armpits, which I have tried to show in picture 5.

I would suggest this dress is either displayed as is, or placed on a doll and displayed.
Measurements:
from arm pit to arm pit (flat) 24cm
skirt length from bottom of bodice 72cm.
Skirt width at bottom (flat) 103cm.
